Robert Moses, New York City Parks Commissioner for most of Mayor La Guardia's tenure, used federal funds to bring nature into the cityscape. But Moses built more than green spaces with the money he received for parks. He stretched the definition of parks to include scenic highways, known as parkways, and build them using federal money allocated for parks. In 1934, in a project called the West Side Improvement, he created an urban highway with New Deal funds. It was an ambitious project. He covered old railway tracks, transformed the urban wasteland, and gave drivers a scenic view of nature along the Hudson River's edge. Moses spent at least $180 million of federal aid on the West Side Improvement.
